Canadian Experience Class (CEC): How to Apply for PR Through Canadian Work Experience

CEC Eligibility Requirements

• Work experience: At least 1 year of skilled Canadian work experience (full-time or equivalent part-time) in the past 3 years
• NOC TEER 0, 1, 2, or 3: Work must be in a skilled occupation
• Language: Minimum CLB 7 for TEER 0-1; minimum CLB 5 for TEER 2-3
• No education requirement: Unlike Federal Skilled Worker, CEC does NOT require post-secondary education
• No job offer required: You do not need a Canadian job offer to apply

What Counts as Eligible Canadian Work Experience?

• Must be paid work (volunteer work does not count)
• Must be in a NOC TEER 0, 1, 2, or 3 occupation
• Must have been done while you had authorization to work in Canada
• Can be with multiple employers across multiple positions

The Express Entry Process for CEC Applicants

1. Create an Express Entry profile and indicate CEC eligibility
2. Enter the pool and receive a CRS score
3. Wait for a draw — IRCC periodically conducts CEC-specific draws
4. Receive an Invitation to Apply (ITA)
5. Submit a complete PR application within 60 days
6. Receive your PR — typically within 6 months of the full application

CEC-Specific Draws

IRCC regularly holds Express Entry draws specifically for CEC candidates. These draws often select at lower CRS score thresholds (e.g., 430-480) than general rounds (500+). CEC applicants have a significant advantage in these targeted draws.

CRS Score Strategies for CEC Applicants

• Retake IELTS or CELPIP to maximize language scores
• Apply to provincial PNP programs — a nomination adds 600 CRS points
• Secure a valid Canadian job offer
• French language skills add bonus CRS points

Transitioning from Work Permit to PR

Most CEC applicants are already in Canada on a work permit. Ensure your work permit doesn't expire before your PR is processed — renew it or apply for a Bridging Open Work Permit (BOWP). Maintain valid status throughout the PR process.
