Introduction to the Ontario Immigrant Nominee Program (OINP)

Ontario is Canada's most populous province, home to the country's largest city, Toronto, and the nation's capital, Ottawa. With a diverse and dynamic economy spanning technology, finance, healthcare, manufacturing, and more, Ontario attracts a significant share of Canada's immigrants each year. The Ontario Immigrant Nominee Program (OINP) is the province's primary tool for selecting and nominating skilled workers, entrepreneurs, and graduates who meet Ontario's labour market needs. Through the OINP, Ontario nominates candidates for Canadian permanent residence in partnership with Immigration, Refugees and Citizenship Canada (IRCC).

The OINP has multiple streams, each targeting different types of candidates. For skilled workers, the most relevant streams include the Human Capital Priorities stream, French-Speaking Skilled Worker stream, Skilled Trades stream, and Employer Job Offer streams. Ontario also conducts targeted Tech Draws that focus on candidates working in technology occupations. Understanding these streams and their requirements is essential for anyone planning to immigrate to Ontario in 2026.

Human Capital Priorities Stream

The Human Capital Priorities (HCP) stream is one of the most popular pathways within the OINP. It targets highly skilled workers who are already registered in the federal Express Entry pool and who meet Ontario's specific criteria. This stream does not require a job offer, making it accessible to a broad range of candidates.

Eligibility Requirements

  • Express Entry profile: You must have a valid profile in the federal Express Entry pool under the Federal Skilled Worker Program, Canadian Experience Class, or Federal Skilled Trades Program.
  • Work experience: You must have at least one year of continuous, full-time (or equivalent part-time) paid work experience in a NOC TEER 0, 1, 2, or 3 occupation within the past five years.
  • Education: You must have a Canadian bachelor's degree or higher, or an equivalent foreign credential verified through an Educational Credential Assessment (ECA).
  • Language proficiency: You must have a minimum CLB 7 in English or French in all four abilities (listening, reading, writing, speaking).
  • Settlement funds: You must demonstrate sufficient financial resources to settle in Ontario, unless you are currently working in Canada.
  • Intent to reside: You must demonstrate a genuine intention to live and work in Ontario.

Ontario issues Notifications of Interest (NOIs) to candidates in the Express Entry pool who meet the HCP stream's criteria. If you receive an NOI, you have 45 calendar days to submit a complete application through the OINP online portal. A provincial nomination through this stream adds 600 CRS points to your Express Entry profile, virtually guaranteeing an Invitation to Apply from IRCC. French-Speaking Skilled Worker Stream

The French-Speaking Skilled Worker (FSSW) stream targets bilingual candidates who have strong French language proficiency and moderate English proficiency. This stream reflects Ontario's commitment to supporting Canada's bilingual identity and its growing Francophone communities, particularly in Ottawa, Toronto, and other urban centres.

Eligibility Requirements

  • A valid Express Entry profile under one of the three federal programs
  • A minimum CLB 7 in French in all four abilities
  • A minimum CLB 6 in English in all four abilities
  • At least one year of continuous paid work experience in a NOC TEER 0, 1, 2, or 3 occupation within the past five years
  • A Canadian bachelor's degree or higher, or equivalent foreign credential with an ECA
  • Sufficient settlement funds and a genuine intent to reside in Ontario

This stream is particularly competitive because it has a relatively smaller pool of applicants compared to the HCP stream, which means candidates may receive NOIs at lower CRS scores.

Skilled Trades Stream

The Skilled Trades stream is designed for workers in skilled trade occupations who are registered in the federal Express Entry pool under the Federal Skilled Trades Program or the Canadian Experience Class. Ontario has a significant demand for skilled tradespeople, including electricians, plumbers, welders, carpenters, and industrial mechanics.

Eligibility Requirements

  • A valid Express Entry profile
  • Current residence in Ontario with legal status, or residence outside Canada at the time of application
  • At least one year of Ontario work experience in an eligible skilled trade within the past two years
  • A valid Certificate of Qualification issued by the Ontario College of Trades (or its successor body) or a letter from the certifying body confirming eligibility, if the trade is compulsory
  • A minimum CLB 5 in English or French
  • Intent to reside in Ontario

Having your credentials assessed and your trade qualifications validated in advance is critical for a smooth application process in this stream.

Employer Job Offer Streams

The OINP offers several streams for candidates who have a valid job offer from an Ontario employer. These streams do not require registration in the federal Express Entry system, providing an alternative pathway for skilled workers.

Foreign Worker Stream

This stream is for workers in NOC TEER 0, 1, 2, or 3 occupations who have a job offer from an Ontario employer. The employer must meet specific revenue and staffing requirements, and the job offer must meet or exceed the prevailing wage for the occupation and region.

International Student Stream

This stream is for international graduates of eligible Canadian post-secondary institutions who have a job offer from an Ontario employer. The job must be in a NOC TEER 0, 1, 2, or 3 occupation, and the graduate must have completed at least a two-year degree or diploma program (or a one-year graduate certificate or diploma with a prior degree).

In-Demand Skills Stream

This stream targets workers in specific NOC TEER 4 or 5 occupations in the agriculture and construction sectors. Candidates must have a job offer from an Ontario employer and must meet specific work experience and language requirements.

Tech Draws

Ontario conducts targeted Tech Draws through the Human Capital Priorities stream, focusing specifically on candidates in the Express Entry pool who have work experience in designated technology occupations. These draws often have lower minimum CRS score thresholds compared to general HCP draws, reflecting Ontario's strong demand for tech talent.

Designated technology occupations for Tech Draws typically include software engineers and designers, computer programmers, information systems analysts, web designers and developers, database analysts and data administrators, computer network and web technicians, and other IT-related roles. Tech Draws are conducted periodically, and candidates are selected based on their CRS scores, work experience, and other factors.

Application Process

The OINP application process varies by stream but generally follows these steps:

  • Step 1: Determine your eligibility. Review the OINP official website for the most current eligibility criteria and program requirements.
  • Step 2: Register in Express Entry (for Express Entry-linked streams). Create a profile in the federal Express Entry system. Indicate your interest in Ontario as a preferred destination.
  • Step 3: Receive a Notification of Interest or apply directly. For Express Entry-linked streams, Ontario issues NOIs to eligible candidates. For Employer Job Offer streams, candidates apply directly through the OINP e-Filing Portal.
  • Step 4: Submit a complete application. After receiving an NOI or being eligible to apply, submit your application with all required supporting documents within the specified timeframe.
  • Step 5: Provincial nomination decision. The OINP reviews your application and issues a decision. Processing times vary by stream but typically range from 30 to 90 days for the provincial stage.
  • Step 6: Apply for permanent residence. If nominated, apply to IRCC for permanent residence.

Fees and Processing Timelines

The OINP charges a provincial fee of $1,500 CAD for Employer Job Offer streams and $1,500 CAD for Human Capital Priorities, French-Speaking Skilled Worker, and Skilled Trades streams. In addition, federal fees include the $850 CAD processing fee and $515 CAD Right of Permanent Residence Fee per adult. Budget for language tests, credential assessments, medical examinations, and police certificates as additional costs. Our cost calculator can help you estimate your total immigration expenses.

Provincial processing typically takes 30 to 90 days. Federal processing adds approximately six months for Express Entry applications or 12 to 18 months for non-Express Entry applications.

Tips for Success

  • Maximize your CRS score: Higher CRS scores increase your chances of receiving a Notification of Interest from Ontario, especially for the HCP stream.
  • Target Tech Draws if applicable: If you work in a technology occupation, Ontario's Tech Draws may offer lower score thresholds and faster processing.
  • Prepare documents thoroughly: Ensure all supporting documents are accurate, complete, and properly certified. Use our immigration checklist to stay organized.
  • Demonstrate genuine intent to reside in Ontario: The OINP verifies that candidates genuinely intend to live and work in Ontario. Be prepared to explain your connection to the province.
  • Stay informed: OINP draws and program requirements change frequently. Monitor official sources and use our AI immigration assistant for quick guidance.

The Ontario Immigrant Nominee Program is one of the most comprehensive and sought-after provincial nomination programs in Canada. With streams tailored to Express Entry candidates, French-speaking workers, skilled tradespeople, and workers with employer job offers, the OINP provides multiple pathways to permanent residence in Canada's most economically diverse province. Ontario's world-class cities, strong job market, and multicultural communities make it an exceptional destination for immigrants in 2026.
