Ontario Immigrant Nominee Program (OINP): Human Capital Priorities Stream Guide 2026

The OINP Human Capital Priorities (HCP) Stream is Ontario's primary pathway for nominating skilled workers through Express Entry. Ontario searches the federal pool and sends Notifications of Interest (NOIs) to candidates it wants — you don't apply to Ontario, Ontario selects you.
How HCP Works
- Create a federal Express Entry profile and enter the pool (FSW, CEC, or FSTC)
- Ontario searches the pool using specific criteria (occupation, CRS, education)
- If you meet Ontario's criteria, you receive a Notification of Interest (NOI)
- Accept the NOI within 45 days and apply to OINP
- OINP nominates you if you meet requirements
- Nomination adds 600 CRS points — guaranteeing an ITA
- Apply for PR through Express Entry
Eligibility Criteria
- Active Express Entry profile
- CRS score of at least 400 (Ontario's minimum fluctuates)
- Occupation on Ontario's in-demand list
- Intent to live and work in Ontario
- Not already nominated by another province

- Healthcare: registered nurses, pharmacists, physiotherapists, medical lab technologists
- Technology: software developers, data analysts, cybersecurity specialists, IT project managers
- Skilled trades: electricians, plumbers, industrial mechanics
- Education: teachers (French especially)
- Engineering: civil, mechanical, electrical, environmental
