Introduction to the OINP Masters Graduate Stream

For international students who have invested years of effort and tuition into earning a master's degree from an Ontario university, the OINP Masters Graduate Stream offers a direct, fast, and employer-free pathway to Canadian permanent residence. This stream is specifically designed to help Ontario retain the talented graduates it has trained, recognizing that these individuals have already demonstrated a commitment to the province through their studies.

Unlike many other immigration streams that require a job offer or a high CRS score in the federal Express Entry pool, the Masters Graduate Stream is relatively straightforward. It rewards academic achievement, language ability, and financial readiness with a provincial nomination, which can then be used to obtain Canadian permanent residence.

In this guide, we cover everything a recent Ontario master's graduate needs to know: eligibility requirements, residency and timing rules, settlement fund thresholds, the application process, processing times, tips for success, and the most common pitfalls to avoid.

Who Is Eligible for the OINP Masters Graduate Stream?

Eligibility for this stream is defined by a combination of academic, linguistic, financial, and residency criteria. You must meet all of the following requirements at the time of application:

Ontario Masters Degree

You must have completed a master's degree at an eligible Ontario university. The degree must have been completed within the past two years at the time you submit your application. The OINP periodically publishes the list of eligible Ontario universities. Most publicly-funded Ontario universities are on the list, but you should confirm your institution's eligibility on the official OINP website.

The master's program must have been a full-time, on-campus program of at least one academic year in length (typically a minimum of two semesters of full-time study). Online-only programs or programs completed primarily outside Ontario do not qualify. Your degree must be conferred. Simply completing the coursework is not sufficient; the degree must be officially awarded by the institution.

Residency Requirement

You must currently be living in Ontario at the time of your application, and you must have been living in Ontario while completing your degree. This requirement exists to confirm your genuine connection to the province and your intent to remain there as a permanent resident.

The OINP may request documentation to verify your residency in Ontario, such as utility bills, rental agreements, or Ontario identification documents. Ensure you maintain clear and dated proof of your Ontario address throughout your studies and at the time of application.

Language Proficiency

You must demonstrate official language proficiency in English or French. The minimum requirement for the Masters Graduate Stream is CLB 7 in all four language skills (reading, writing, listening, and speaking). This applies to both English and French language tests.

Accepted language tests include:

  • IELTS General Training or Academic: Minimum band scores of 6.0 in listening, 6.0 in reading, 6.0 in writing, and 6.0 in speaking
  • CELPIP General: Minimum score of 7 in all four skills
  • TEF Canada: Minimum scores corresponding to CLB 7 in all four abilities
  • TCF Canada: Minimum scores corresponding to CLB 7 in all four abilities

Your language test results must be from a test taken no more than two years before the date of your OINP application. Expired test results will not be accepted. If your results have lapsed, you will need to retake the test before applying.

Settlement Funds

You must demonstrate that you have sufficient settlement funds to support yourself and any dependents who will accompany you to Canada. The settlement fund thresholds are updated periodically and are based on the Low Income Cut-Off (LICO) table maintained by the federal government.

As a general reference, the required amounts for 2026 are approximately:

  • Single applicant: approximately CAD $13,500
  • Family of two: approximately CAD $16,800
  • Family of three: approximately CAD $20,700
  • Additional amounts are required for each additional dependent

You must provide proof of these funds in the form of recent bank statements (typically from the last six months), showing that the funds have been maintained consistently and are genuinely available to you. Large, unexplained deposits immediately before the application may raise concerns with OINP officers.

No Job Offer Required

One of the most attractive features of the Masters Graduate Stream is that you do not need a job offer to apply. This sets it apart from the Employer Job Offer category and makes it accessible to recent graduates who are still searching for employment. You simply need to demonstrate that you meet the academic, language, and financial requirements.

The Application Process

  1. Monitor the OINP portal for stream openings: The Masters Graduate Stream does not accept applications year-round. It opens periodically, often multiple times per year, and closes when the intake limit is reached. The stream can fill within hours of opening, so you must be prepared in advance.
  2. Create an account on the OINP e-Filing portal: If you do not already have an account, register on the portal before the stream opens so you can submit quickly.
  3. Prepare all supporting documents in advance: Do not wait for the stream to open before gathering your documents. Have everything ready so you can submit immediately once the window opens. Key documents include: official university transcript and degree certificate, proof of Ontario residency, language test results, bank statements showing settlement funds, your passport, and proof of your current immigration status in Canada.
  4. Submit a registration: When the stream opens, log in and submit your registration as quickly as possible. Registrations are accepted on a first-come, first-served basis until the intake closes.
  5. Receive an Invitation to Apply: If your registration is accepted, you will receive an ITA. You then have 45 days to submit your complete application with all supporting documents.
  6. Receive a decision: The OINP will review your application and either issue a nomination certificate or a refusal with reasons.
  7. Apply for permanent residence: Use your provincial nomination certificate to apply to IRCC for permanent residence. If you have an active Express Entry profile, the nomination adds 600 points to your CRS score and you will receive a federal ITA in the next draw.

Processing Times

The OINP Masters Graduate Stream is generally processed within two to four months after a complete application is submitted. However, processing times can shift based on application volumes during a given intake. Incomplete applications or those requiring additional documentation review may take longer. Always check the OINP website for current processing time estimates.

After receiving your provincial nomination, the federal processing time for permanent residence depends on your pathway. Express Entry PR applications are typically processed within six months, while non-Express Entry paper-based applications may take twelve months or more.

Tips for Recent Graduates

  • Apply the moment the stream opens: Intake limits fill quickly. Having all your documents ready and logging in at the exact time the stream opens is critical. Set calendar reminders and monitor OINP social media for announcements.
  • Take your language test well in advance: Do not wait until you are ready to apply to take your language test. Give yourself time to retake it if needed. Many graduates underestimate the writing component in particular.
  • Keep your bank statements healthy: Avoid large withdrawals close to your application date. Maintain your settlement funds consistently in a stable account and ensure the statements clearly show your name and account details.
  • Get certified copies of your degree early: Some universities take weeks to produce official transcripts and degree certificates. Order these as soon as your degree is conferred.
  • Keep your Ontario address documented: Utility bills, lease agreements, bank statements with your Ontario address, and your Ontario health card are all useful proof of residency. Keep a folder of these documents throughout your studies.
  • Create an Express Entry profile: While a job offer is not required for the Masters Graduate Stream, having an active Express Entry profile ready means that if you receive an Ontario nomination, your federal PR application can proceed through the faster Express Entry route.

Common Pitfalls to Avoid

  • Missing the two-year window: If more than two years have passed since you received your degree, you are no longer eligible. Track this deadline carefully.
  • Expired language test results: Language tests older than two years are not accepted. Plan your testing timeline carefully.
  • Inconsistent settlement fund documentation: Bank statements must show a consistent balance over several months. A sudden large transfer the week before applying is a red flag.
  • Applying for a program that does not qualify: Not all Ontario universities and programs are eligible. Confirm your institution and program are on the approved list before building your application around this stream.
  • Moving out of Ontario before applying: If you relocate to another province before submitting your OINP application, you will no longer meet the residency requirement.

The key to success is preparation: have your documents ready before the stream opens, act quickly when it does, and avoid the common pitfalls that derail otherwise strong applications. Ontario has invested in your education. This stream is your opportunity to invest in your future here.
