What Is the Manitoba Provincial Nominee Program (MPNP)?

The Manitoba Provincial Nominee Program (MPNP) is an immigration pathway that allows the Province of Manitoba to nominate skilled workers, international graduates, and business investors for permanent residence in Canada. Manitoba is a central Canadian province with a diverse economy, affordable living costs, and welcoming communities that actively support newcomers.

The MPNP is one of Canada's most active provincial nominee programs, processing thousands of nominations each year. It offers several streams tailored to different types of applicants, from skilled workers already in Manitoba to overseas professionals and international students. If you are considering Canada for your permanent home, Manitoba offers excellent opportunities across sectors like manufacturing, agriculture, health care, information technology, and transportation.

Overview of MPNP Streams

The MPNP has three main categories, each with specific streams:

1. Skilled Worker Category

This is the largest category and includes two main streams:

  • Skilled Worker in Manitoba Stream: For individuals currently working in Manitoba with a valid work permit and a long-term, full-time job offer from a Manitoba employer.
  • Skilled Worker Overseas Stream: For skilled workers outside Manitoba who have a connection to the province through a close relative, previous education or work experience, or an Invitation from the MPNP through a Strategic Recruitment Initiative.

2. International Education Stream

This stream is for international students who have graduated from a designated Manitoba post-secondary institution. It recognizes the value of graduates who have already integrated into Manitoba's community and labour market.

3. Business Investor Stream

This stream is for experienced business operators and investors who want to start or purchase a business in Manitoba. It includes the Entrepreneur Pathway and the Farm Investor Pathway.

The MPNP Points System

Most MPNP streams use a points-based ranking system to evaluate candidates. Points are awarded in the following areas:

  1. Language proficiency: Up to 25 points. Higher CLB scores earn more points. Minimum CLB 7 is required for many streams.
  2. Age: Up to 10 points. Applicants aged 21 to 45 receive the maximum points.
  3. Work experience: Up to 15 points. More years of experience in a skilled occupation earn more points.
  4. Education: Up to 25 points. Master's degrees and PhDs receive the highest points.
  5. Adaptability: Up to 25 points. This includes having a close relative in Manitoba, previous work or study in the province, and having a regional connection (living outside Winnipeg).

Your total score determines your ranking in the Expression of Interest pool. Manitoba conducts regular draws and invites the highest-scoring candidates to apply.

General Eligibility Requirements

While specific requirements vary by stream, most MPNP applicants must demonstrate:

  • Language proficiency in English or French (minimum CLB 4 to CLB 7, depending on the stream)
  • Education equivalent to at least a Canadian high school diploma (post-secondary education preferred)
  • Work experience in a skilled occupation (NOC TEER 0, 1, 2, or 3)
  • Sufficient settlement funds to support yourself and your family
  • Genuine intention to live and work in Manitoba

Step-by-Step Application Process

Step 1: Determine Your Stream

Review the eligibility criteria for each MPNP stream on the official MPNP website. Select the stream that best matches your situation, whether you are in Manitoba, overseas, a recent graduate, or an entrepreneur.

Step 2: Create an Account and Submit an EOI

Register on the MPNP online system and submit your Expression of Interest (EOI). Your EOI will be scored based on the points grid. Provide accurate and complete information, as discrepancies can lead to delays or refusal.

Step 3: Wait for a Letter of Advice to Apply (LAA)

Manitoba reviews EOIs and conducts regular draws. If your score is competitive, you will receive a Letter of Advice to Apply (LAA). Once you receive an LAA, you have 60 days to submit a complete application.

Step 4: Submit Your Full Application

Prepare and submit your complete application, including:

  • Completed application forms
  • Language test results
  • Educational Credential Assessment (ECA) if applicable
  • Employment reference letters and proof of work experience
  • Proof of settlement funds
  • Police clearance certificates
  • Medical examination results (when requested)

Step 5: Receive Your Nomination

If your application is approved, Manitoba will issue a provincial nomination certificate. This nomination means Manitoba has endorsed your application for permanent residence.

Step 6: Apply for Permanent Residence

Use your nomination to apply to IRCC for permanent residence. If you have an Express Entry profile, the nomination adds 600 CRS points, virtually guaranteeing an invitation in the next federal draw.

Processing Times and Fees

MPNP provincial processing times vary by stream but typically range from three to six months. The MPNP application fee is CAD $500 (non-refundable). Federal permanent residence processing takes an additional 12 to 18 months after nomination.

Manitoba Settlement Funds Requirements

You must demonstrate that you have sufficient funds to support your family upon arrival. As of 2026, the minimum settlement funds are approximately:

  • Single applicant: CAD $13,757
  • Family of two: CAD $17,127
  • Family of three: CAD $21,055
  • Family of four: CAD $25,564

These amounts are updated annually and are based on the Low Income Cut-Off (LICO) figures published by IRCC.

Common Mistakes to Avoid

  • Applying to the wrong stream: Carefully review the requirements for each stream before submitting your EOI. Applying to a stream you do not qualify for wastes time and application fees.
  • Weak Manitoba connection: The MPNP places significant weight on your connection to the province. If you have no relatives, previous work, or study in Manitoba, your chances may be lower. Consider strengthening your connection before applying.
  • Incomplete documentation: Submit every required document with your application. Missing documents can lead to processing delays or refusal.
  • Not demonstrating intent to stay: Manitoba wants to nominate people who will stay in the province. Be prepared to explain your settlement plan and why Manitoba is the right choice for you.

Express Entry Pathway Through MPNP

If you have an active Express Entry profile and receive a Manitoba provincial nomination, 600 CRS points will be added to your score. This virtually guarantees you will receive an Invitation to Apply (ITA) for permanent residence in the next federal Express Entry draw. The Express Entry pathway is often faster than the paper-based application, with federal processing times of approximately six months compared to 12 to 18 months for standard applications.

To use this pathway, you must first qualify under one of the eligible federal programs: Federal Skilled Worker Program, Canadian Experience Class, or Federal Skilled Trades Program. After receiving your Manitoba nomination, you accept it through your Express Entry account, and the 600 points are applied automatically.

Why Choose Manitoba?

Manitoba offers newcomers an affordable lifestyle, a strong job market, and a welcoming community. Winnipeg, the capital city, is a cultural hub with diverse neighbourhoods, excellent schools, and vibrant arts and food scenes. Brandon, the province's second-largest city, offers a smaller-town feel with growing economic opportunities.

Manitoba also has a well-established network of settlement services, including language training, employment support, and community organizations that help newcomers integrate successfully.
