How to Register for My Service Canada Account (MSCA) as

By WelcomeAide Team

What Is My Service Canada Account (MSCA)?

My Service Canada Account (MSCA) is the Government of Canada's secure online portal that allows you to view and manage your federal government benefits and personal information. Think of it as your one-stop digital dashboard for key Canadian programs like Employment Insurance (EI), Canada Pension Plan (CPP), and Old Age Security (OAS).

As a newcomer to Canada, registering for MSCA should be one of the first things you do after receiving your Social Insurance Number (SIN). Having an MSCA account allows you to access important information, apply for benefits, and track your applications without having to call Service Canada or visit a centre in person.

The account is free, secure, and available 24/7. Once registered, you can manage many aspects of your relationship with Service Canada entirely online.

What Can You Do with MSCA?

Your My Service Canada Account gives you access to numerous services, including:

  • Employment Insurance (EI): Apply for EI benefits, check application status, submit biweekly reports, view payment information, and access your Records of Employment (ROEs)
  • Canada Pension Plan (CPP): View your CPP Statement of Contributions, estimate your future CPP retirement pension, and apply for CPP benefits
  • Old Age Security (OAS): Apply for OAS pension and Guaranteed Income Supplement (GIS), check application status, and view payment details
  • Social Insurance Number (SIN): View your SIN information and request a confirmation of your SIN
  • Records of Employment: View all electronic ROEs submitted by your employers
  • Direct deposit: Set up or change your banking information for all Service Canada payments
  • Tax slips: Access your T4E (EI) and T4A(OAS/CPP) tax slips for filing your income tax return
  • Personal information: Update your address, phone number, and other contact details

What You Need Before Registering

Before you start the registration process, make sure you have the following:

  • A valid Social Insurance Number (SIN): This is mandatory. If you don't have a SIN yet, apply at a Service Canada Centre first
  • Personal information ready: Your full legal name, date of birth, parent's family name at birth (for security verification)
  • A valid email address: You'll need this for account verification and notifications
  • A Canadian mailing address: Where Service Canada can send your Personal Access Code (PAC) if required
  • One of the following sign-in methods:
    • A GCKey (a government-issued username and password)
    • A Sign-In Partner credential (your online banking login from a participating Canadian bank)
    • A provincial digital ID (such as BC Services Card login, available for BC residents)

Tip for newcomers: The Sign-In Partner option is often the easiest if you already have online banking set up with a Canadian bank. It allows you to use your bank login to securely access government services without creating a separate username and password.

Step-by-Step Registration Guide

Option A: Register with GCKey

GCKey is a secure credential issued by the Government of Canada. Here's how to set it up:

  1. Go to canada.ca/my-service-canada-account
  2. Click "Sign in with GCKey"
  3. Click "Sign Up" to create a new GCKey
  4. Choose a username (4 to 16 characters) and a password (must include uppercase, lowercase, numbers, and at least 8 characters)
  5. Create recovery questions and answers — choose questions you'll remember the answers to
  6. Accept the terms and conditions
  7. You'll be redirected to the MSCA registration page
  8. Enter your SIN, full name, date of birth, and parent's family name at birth
  9. Answer security questions based on your personal history with Service Canada (e.g., tax filing details, previous EI claims)
  10. If you can answer the security questions correctly, you'll get immediate access to your MSCA
  11. If you cannot answer the security questions (common for newcomers who have limited history with Service Canada), a Personal Access Code (PAC) will be mailed to your Canadian address within 10 business days
  12. Once you receive the PAC, log back in and enter it to complete your registration

Option B: Register with a Sign-In Partner (Online Banking)

This option is often faster and more convenient:

  1. Go to canada.ca/my-service-canada-account
  2. Click "Sign in with a Sign-In Partner"
  3. Select your Canadian bank or credit union from the list (includes BMO, CIBC, Desjardins, RBC, Scotiabank, TD, and others)
  4. You'll be redirected to your bank's secure login page
  5. Log in with your regular online banking credentials
  6. Your bank securely confirms your identity to Service Canada (no banking information is shared)
  7. Complete the MSCA registration by entering your SIN and personal details
  8. Answer security questions or wait for a PAC by mail, same as the GCKey process

Option C: Register with BC Services Card (for BC Residents)

If you live in British Columbia and have a BC Services Card, you can use the BC Services Card app as a sign-in method:

  1. Download the BC Services Card app from the App Store or Google Play
  2. Set up the app using your BC Services Card and a selfie for identity verification
  3. Go to canada.ca/my-service-canada-account
  4. Select the BC Services Card as your sign-in option
  5. Use the app to scan the QR code and verify your identity
  6. Complete the MSCA registration

What Is the Personal Access Code (PAC)?

If you're a newcomer with limited interaction with Service Canada, you likely won't be able to answer the automated security questions during registration. In this case, Service Canada will mail a Personal Access Code (PAC) to your Canadian mailing address.

Here's what you need to know about the PAC:

  • It arrives by mail within 10 business days
  • It is a one-time code that you enter when you next log in to complete registration
  • The PAC is valid for a limited time, so use it promptly after receiving it
  • If it expires before you use it, you'll need to request a new one
  • Make sure your mailing address is correct — the PAC cannot be sent by email for security reasons

Troubleshooting Common Issues

I can't answer the security questions

This is extremely common for newcomers. The questions are based on your Canadian tax and benefits history. If you've never filed taxes in Canada or received EI, you won't have the information needed. Simply request a PAC by mail instead — this is the normal process.

My SIN starts with 9

If you're on a temporary work permit, your SIN will start with the number 9. You can still register for MSCA. However, ensure your work permit is valid, as your SIN expires when your work permit expires. You'll need to renew your SIN when you renew your work permit.

I moved before receiving my PAC

If you've changed addresses, the PAC will be sent to your old address. You'll need to request a new PAC. Update your address with Service Canada first by calling 1-800-206-7218, then request a new code.

I forgot my GCKey password

Use the recovery questions you set up during GCKey creation. If you can't recover your account, you'll need to create a new GCKey and re-link it to your MSCA account.

Security Tips for Your MSCA Account

Your MSCA contains sensitive personal information. Protect it by following these security practices:

  • Never share your login credentials with anyone, including family members
  • Use a strong, unique password that you don't use for other accounts
  • Always log out after each session, especially on shared computers
  • Be wary of phishing emails: Service Canada will never ask for your password by email. If you receive a suspicious email, do not click any links
  • Keep your contact information updated so you receive important notifications
  • Set up multi-factor authentication if available for your sign-in method

What to Do After Registration

Once your MSCA is set up, here are recommended next steps:

  1. Set up direct deposit: Link your Canadian bank account so all Service Canada payments go directly to your bank
  2. Review your CPP Statement of Contributions: This shows your CPP contributions history and estimated future pension
  3. Check for ROEs: If you've worked in Canada, verify that your employers have submitted your Records of Employment
  4. Update your address: Ensure your mailing address is current
  5. Sign up for email notifications: Get alerts when important documents or messages are available in your account
  6. Bookmark the login page: Always access MSCA through canada.ca — never through links in emails

For help with registration, call Service Canada at 1-800-206-7218 (for EI-related MSCA issues) or 1-800-277-9914 (for CPP/OAS-related MSCA issues). You can also visit any Service Canada Centre for in-person registration assistance.
