IMM 5476, officially titled "Use of a Representative," is a form issued by Immigration, Refugees and Citizenship Canada (IRCC) that allows you to designate a representative to act on your behalf during the immigration process. When you submit this form, IRCC is authorized to share information about your application with the named representative and to accept communications from them.

Having a representative is completely optional. Many applicants choose to handle their own immigration applications. However, if you decide to work with a lawyer, a regulated consultant, or even an unpaid friend or family member, you must submit IMM 5476 to formally authorize them. Without this form, IRCC will not communicate with anyone other than you about your application.

Who Qualifies as a Representative?

Under Canadian immigration law, representatives fall into two categories: paid and unpaid.

Paid representatives must be authorized. In Canada, only the following individuals can charge a fee for immigration advice and representation:

Unpaid representatives can be anyone you trust, such as a family member, friend, community organization member, or religious leader. They cannot charge you for their services, but they can help you prepare and submit your application.

Using an unauthorized paid representative is a serious matter. Not only is it illegal for someone to charge for immigration advice without proper authorization, but it can also put your application at risk. Always verify that a paid representative is properly licensed before engaging them.

When Do You Need IMM 5476?

You need to submit IMM 5476 any time you want someone other than yourself to communicate with IRCC about your application. This applies to virtually all immigration programs, including applications for:

Section-by-Section Guide to Completing IMM 5476

Section 1: Applicant Information

Enter your full legal name as it appears on your passport or primary identity document. Provide your date of birth in the format requested (typically year-month-day). If you have a UCI (Unique Client Identifier) or application number from a previous or current application, include it here. This helps IRCC link the form to the correct file.

Section 2: Appointing a Representative

This section identifies the person you are authorizing. You must indicate whether the representative is paid or unpaid. If paid, you need to provide their membership ID number with the relevant regulatory body (such as their CICC licence number or law society number).

Provide the representative's full name, their firm or organization name (if applicable), mailing address, telephone number, fax number (if applicable), and email address. IRCC will use these contact details to communicate about your application, so make sure they are accurate and up to date.

Section 3: Cancelling a Representative

If you are submitting this form to cancel a previously appointed representative, check the appropriate box in this section. Once IRCC processes this cancellation, they will no longer communicate with the former representative and will direct all correspondence to you instead.

You can cancel a representative at any time. You do not need a reason, and you do not need the representative's permission. This is your application, and you have full control over who represents you.

Section 4: Declaration by the Applicant

Read the declaration carefully before signing. By signing, you confirm that you understand the role of the representative, that you authorize IRCC to share your application information with them, and that you have provided accurate information. Sign and date the form. For paper applications, use ink. For online submissions, follow the electronic signature instructions.

Section 5: Declaration by the Representative

Your representative must also complete and sign a section of the form. They declare that they are authorized to represent you, that they will act in your best interest, and that they understand their obligations under Canadian immigration law. A paid representative must include their membership ID and confirm their regulatory status.

Common Mistakes When Completing IMM 5476

Using the wrong version of the form. IRCC periodically updates its forms. Always download the most recent version from the IRCC forms page. Submitting an outdated form can result in your application being returned.

Not including the representative's membership ID. If your representative is a paid professional, their membership ID with the CICC or law society is mandatory. Failing to include it raises a red flag with IRCC.

Mismatched applicant information. The name and date of birth on IMM 5476 must exactly match what is on your other application forms and passport. Any discrepancy can delay processing.

Forgetting to have the representative sign. Both the applicant and the representative must sign the form. An unsigned form is incomplete and will not be processed.

Not submitting a new form when changing representatives. If you switch from one representative to another, or if you decide to represent yourself after having had a representative, you must submit a new IMM 5476. Simply telling IRCC in a letter is not sufficient.

The Role of Your Representative

An authorized representative can do many things on your behalf: submit forms, respond to IRCC correspondence, attend interviews with you, and provide advice on your application strategy. However, there are limits. Your representative cannot sign forms on your behalf (other than their own declaration section), and they cannot make decisions about your application without your consent.

You remain ultimately responsible for the accuracy and completeness of your application. Even if your representative prepares the forms, you should review everything before it is submitted. If false information is submitted, you could face consequences including a finding of misrepresentation, regardless of whether the error was made by you or your representative.

Paid vs. Unpaid Representatives: Key Differences

The main difference is regulatory oversight. Paid representatives must be licensed and are subject to professional conduct rules. If a paid representative behaves unethically or provides poor service, you can file a complaint with their regulatory body. For CICC members, complaints are handled by the CICC complaints process. For lawyers, contact the relevant provincial law society.

Unpaid representatives have no regulatory oversight from an immigration-specific body. While they can be helpful, especially for simple applications, they may not have the expertise to handle complex cases. Consider the complexity of your application when deciding whether to use a paid professional or an unpaid helper.

What Happens After You Submit IMM 5476

Once IRCC receives and processes your IMM 5476, all future correspondence about your application will be directed to your representative. You will still have access to your application through your IRCC online account, but letters, requests for additional documents, and decisions may be sent to your representative's address or email.

Make sure to stay in communication with your representative throughout the process. Ask for regular updates and copies of any correspondence they receive from IRCC on your behalf.
