Why Language Training Matters

Strong English (or French) skills dramatically improve your employment prospects, social integration, and quality of life in Canada. The Government of Canada funds free language training programs for eligible newcomers — and most people don't know they exist.

LINC: Language Instruction for Newcomers to Canada

LINC (Language Instruction for Newcomers to Canada) is a federally-funded free English program for adult permanent residents and protected persons. It's available across Canada at community centres, settlement agencies, and colleges.

LINC is available full-time and part-time, in-person and online. Most locations offer childminding services so parents can attend. To enroll, visit a Language Assessment and Referral Centre near you for a free language assessment.

ELSA: English Language Services for Adults (BC)

In British Columbia, federally-funded language training is delivered through ELSA (English Language Services for Adults). ELSA is free for permanent residents, convention refugees, and persons in Canada for humanitarian reasons.

Find ELSA providers through BC Settlement or call 211 to be connected to your nearest program.

CLIC: Cours de langue pour les immigrants au Canada (French)

If you want to improve your French, CLIC offers free French classes for adult newcomers. CLIC is available in provinces outside Quebec, while Quebec has its own Francization program (FIPA/CFIA).

IELTS and Language Tests

If you need to demonstrate English proficiency for work or further immigration applications, you'll eventually need an IELTS or CELPIP score. Many LINC programs help you prepare for these tests. See: Language preparation guide for newcomers

Other Free Language Resources

  • YMCA and public libraries: Many offer free conversation circles and ESL classes
  • Settlement agencies: Most offer basic English support and referrals
  • Online: Duolingo, BBC Learning English, and Canada's own CBC Learning English
Start as soon as possible. Wait lists for LINC/ELSA can be 1–3 months. Get assessed and on the list your first week in Canada.
